In this paper, leading international attorneys explain why technical amendments to Canada’s Special Economic Measures Act (SEMA) would be advisable in order to proceed with the seizure of Russian state assets .  The paper also debunks the myth that the seizure of Russian state assets would violate international law and identifies key legal arguments in support of the confiscation of Russian state assets to satisfy Russia’s international obligation of reparation for the loss caused by its illegal war against Ukraine.
